Active Scan Mode

When in Scan Mode the radio is rapidly ("actively") moving through the radio's current channel's Scan List Members looking for qualified transmission activity to receive / unmute to. Once a qualified transmission is received and the radio unmutes to the call, the radio is then in Landed Scan mode.
